In the early days of archaeology, excavations often took place alongside an invasion. When Napoleon invaded Egypt, he brought along archaeologists who would unearth thousands of artifacts – and bring them back to France. This could be considered theft or plundering, and in fact, similar occurrences in the past still put a strain on diplomatic relationships between countries.
